In June, our 2022-26 Strategy HSS Strategy will reach its completion. As part of this culmination, the Joornanginy program will be coming to its closure.

Implemented by Transformation, Joornanginy set out to deliver key packages as part of the 2022-26 Strategic Plan. Since its establishment, the program has delivered 35 projects across HSS. Each of these projects transformed the way we work and enabled us to better support each other and our customers.

From modernising our work arrangements and virtual working capability, to revising key employee support programs such as Psychosocial Hazards Assessment process and introducing the Employee Support Officers program, partnership played a vital role in allowing the team to deliver these transformational packages.  

Some key projects include;

Corporate Recruitment and Assessment Management System (CRAMS)  

Launched in December 2024, Corporate RAMS sought to streamline the recruitment process.  

Developed over two years, in a partnership between Transformation, Employee Services and our ICT Workforce Systems team, the project included the roll-out of both the CRAMS e-Recruitment and CRAMS e-Onboarding module. This has been implemented system-wide and has already begun to provide results.  

CRAMS has seen a 19% reduction in recruitment times and 88% of all WA Health vacancies are now being managed in Corporate RAMS.

Independent Governance Review – Transition of Statewide Contracts  

Recommendation 46 from the Independent Governance Review of WA Health stated that ‘HSS should be confirmed as the central hub for procurement activity within the WA health system.’

To achieve this, the program partnered with Procurement and Supply to review specific contracts and transition them to HSS. This included:

Transitioning the linen contracts, valued at approximately $330 million, from CAHS, EMHS, NMHS, SMHS and PathWest to HSS.

Identified and recovered an unclaimed $149,000 volume discount during contract transition, with an ongoing saving of $96,000 per annum. This is estimated to total $480,000 by 2029.

Embedded the Statewide Contracting Framework across the WA Health procurement process, guiding consistent decision-making between statewide and local contractors.  

Finalised the integration of the remaining CT maintenance contracts into the CT whole-of-Health contract

This process also resulted in the endorsement of a further 134 contracts that are suitable for statewide contracting.  

Buying GreenPower

Joornanginy also saw the reduction in HSS’ operational carbon footprint. One of the key initiatives was switching to ‘GreenPower’ allowing us to become the first Health Service Provider in WA Health to purchase GreenPower for all its sites.  

This results in a ‘net zero’ for the greenhouse gas emissions resulting from our electricity use.  

For our Malaga NextDC alone, this prevents around 480 tonnes of greenhouse gases from being released into the atmosphere each year - the equivalent of powering approximately 160 average WA homes annually.    

Enabling Virtual Working (EVW)

The COVID pandemic provided a disruption at a global scale. HSS required a new and agile solution that would allow employees to work in the same way remotely as they would in the office.

Launched in November 2021, the EVW work package was established to provide HSS employees with a complete set of tools and systems that enable flexible working arrangements, allowing the business to continue to deliver essential support to the system. The work package consisted of three phases:

  • November 2021 - March 2022: Enabling employees to work flexibly during the pandemic.
  • August 2022 - November 2022: Provisioning of MS Teams Calling for approximately 1000 HSS employees that did not use the Interactive Voice Response (IVR) telephony system.
  • December 2022 - August 2023: Upgrading Touchpoint 12.1 with MS Teams Calling for all IVR functions.

This work package resulted in several benefits including the introduction of one single HSS telephony system and increased workforce mobility for HSS employees. 

HSS’ new Strategy  

The new 2026-29 HSS Strategic Plan is currently in development.  

The voice of our employees is critical to shaping a successful strategy as we shape the future of HSS together.
